These funds were secured through a combination of state and county grant programs, which offered a dollar-for-dollar matching opportunity of up to $1.8 million specifically for the construction phase of the project. This matching structure effectively doubles the impact of every dollar committed, accelerating progress toward our goals.
In addition, Afree Foundation was honored to receive a $270,000 grant to strengthen the development of the Welby Court Community Hub. A central gathering space designed to serve as the heart of the neighborhood, fostering connection, learning, and local empowerment.

As time progresses, the Afree Foundation will actively expand and strengthen collaborative relationships across a diverse range of industries from sustainable construction and renewable energy to technology, education, and community services. By fostering these cross-sector partnerships, the Foundation aims to unlock innovative solutions, leverage shared resources, and build the collective momentum necessary to realize its vision of truly affordable, sustainable housing throughout the Northeast Pennsylvania region.
1. Moses West Foundation
Specializes in innovative water generation and sustainability solutions, including atmospheric water generation systems. Their role will be to help ensure clean, renewable water access for residents, enhancing the community’s resilience and reducing dependency on municipal water systems.
2. Willow Foundation
A community-focused nonprofit supporting social services, housing stability, and workforce development. They will collaborate on resident support programs, workforce training, and integrating wraparound services into the Welby Court model.
3. Food Dignity
Experts in urban agriculture, food sovereignty, and nutrition education. They will develop community gardens, hydroponic growing systems, and local food programs to ensure residents have consistent access to healthy, affordable food while promoting self-reliance.
4. Nebula Inc
A technology solutions firm focused on smart city infrastructure via data storage. They will contribute to IoT through data management.
5. Rock Steady Solutions
Specialists in energy efficiency, renewable energy, and microgrid systems data interpretation. This aligns with Afree’s commitment to transparency and accountability.
6. Common Grounds Ministries
Mobile cooked food distribution for Lower Luzerne and Carbon Counties
7. Lackawanna and Luzerne Counties
Both counties are providing grant funding, technical assistance, and regional planning support to ensure the project aligns with broader economic development and sustainability initiatives in Northeastern Pennsylvania.
